Before you ask, “Have our clients improved?” Ask, “How many of them completed the measurement at all?” Because the second answer determines whether the first is meaningful — and an impact report based on a third of the sample does not measure the program, but rather measures those who completed it.
The operational situation addressed by the topic
A center sends an initial assessment to every new client and a final assessment when a case is closed. The initial assessment is usually completed because it is required to start the service. The final assessment is rarely completed: clients who discontinue do not respond, and those who finish may forget.
The result is always a high improvement number — because it measures committed completers alone.
The requirements you write for the resource
- Number of clients: How many clients should the evaluation have been sent to in this period?
- Sender Number: How much was actually sent — and the difference reveals a flaw in the procedure, not the recipients.
- Completed number: How many are fully packed, and how many are partially packed.
- Who completed the two measurements: The number that serves as the basis for any before-after comparison.
- Nomination: By service, specialist and program — to find out where the deficiency is.
- Display the denominator with each result: The average improvement should not be displayed without a number based on it.
A practical example of testing the procedure
- Request completion report: Does it display the four numbers separately?
- Request the impact report: Does the number of people who completed the two measurements appear with it?
- Nominate by specialist: Does completeness differ between them?
- Enter a partial response: Did it appear separate from the completed one?
- Ask: Is it possible to prevent the display of an aggregated result if the number of completers is less than a certain limit?
Controls and exceptions
- Completion problem often performed: Timeliness of submission, length of form, clarity of purpose — address these before you blame recipients.
- Dimensional measurement when closed: Make it part of the closing path and not a message sent after it.
- Do not force completion: Requiring evaluation for continued service is a sensitive professional decision, not an administrative one.
- Minimum Width: Adjust before submitting any third-party impact report.
Next step for system review
Request the completion indicator before the result indicator in your requirement. See Evaluation page and follow-up of results.

We display the completion report alongside the impact report — so you can see what each number is based on before you present it to anyone.
